Janice Atkinson was elected to the position of County Clerk-Recorder-Assessor of the County of Sonoma on June 6, 2006, and assumed office January 8, 2007, succeeding long-time County Clerk, Eeve T. Lewis.

Janice’s primary area of expertise is in the field of election administration. Janice is an advocate of paper-based voting systems, supplemented by adaptive technology to enable voters with disabilities to participate in the democratic process. Janice has also implemented Sonoma County’s highly successful vote-by-mail program, which has catapulted the county to one of the highest turnout percentages in the State. Janice is knowledgeable in all aspects of election administration and voter registration. She enjoys question and answer sessions and the opportunity to dispel urban legends concerning election administration. In addition, Janice serves as Chief Public Information Officer for the Sonoma County Office of Emergency Services during emergencies and disasters, including the Russian River floods of 1995, 1996 and 1997, the Rio Nido mudslide of 1998 and most recently the New Year’s flood of 2006.

Jennifer Barrett is the Deputy Director, Planning for the Permit and Resource Management Department. Ms. Barrett joined County staff in 2002 and previously worked for 12 years in city planning for the City of Novato and Petaluma. She worked for six years as a private consultant with emphasis in Resource Management, Redevelopment, Housing, and Environmental Analysis. She is a graduate from Sonoma State University.

Bio:
Mr. Parkinson is the Director of the Sonoma County Permit and Resource Management Department (PRMD). With a full time staff of about 150, PRMD is a consolidated land use agency responsible for all aspects of permitting and land use planning in unincorporated Sonoma County. He has been a professional planner for 20 years and came to Sonoma County in 1996. Prior to that time, he was the Environmental Coordinator and Principal Planner for Santa Cruz County. He is a graduate of the University of California, Santa Cruz, with majors in Environmental Studies and American History. Mr. Parkinson is a northern California native. He is a member of the American Institute of Certified Planners and the American Planning Association.

Current Experience:
Steve Hirsch is a Deputy Probation Officer who joined the Sonoma County Probation Department as a Deputy Probation Officer in 1998, assigned to Investigations and Supervision.  In 2000, Steve worked with the Multi-Agency Gang Enforcement Team (MAGNET) for four (4) years in his capacity as a probation officer.  In 2004, Steve became a member of the Sonoma County Narcotic Task Force, where he works with officers on the investigation of narcotic related crimes, including drug endangered children.  Steve Hirsch has worked several drug endangered children cases in Sonoma County wherein children were discovered in, and removed from, drug related settings.

As a member of the Sonoma County Narcotic Task Force, Steve Hirsch works to implement the policy of the task force: to take an aggressive approach to protect the smallest victims of drug abusers, traffickers and manufacturers by providing children an opportunity for safe refuge from a drug immersed lifestyle while holding all offending adults accountable.

Related Experience:
Before joining the Probation Department, Steve worked for the Sonoma County Department of Human Services in the Youth Services division from 1989 until 1998.  While attending San Diego State University, Steve worked as a seasonal Deputy Sheriff for Sonoma County from 1983 until 1987, and as a Marin County Deputy Sheriff from 1981 to 1982.  Steve Hirsch holds a bachelors of science degree and a juris doctorate.

Teaching Experience:
Steve Hirsch has worked as Adjunct Faculty with Santa Rosa Junior College. Steve has provided training on Drug Endangered Children for regions of the California Narcotic Officer's Association, Sonoma County Probation, Contra Costa County Probation, and members of the California Highway Patrol.
