A File Is Opened
A file is opened at Child Support when:
- A person requests our services to establish an order, establish paternity,
or enforce an order. Either a custodial party or a non-custodial parent
may request that a case be opened. This is referred to as a non-Welfare
case.
- A custodial party (does not have to be the parent) starts receiving
public assistance or Medi-Cal services on behalf of a minor child. The
case is referred to Child Support to take the steps needed to establish
paternity and/or collect child support and/or medical support on behalf
of the State. This is referred to as a Welfare or MNO (Medical Needy
Only for Medi-Cal) case.
- A custodial party resides in another state and has opened a case in
the state of their residence and the non-custodial parent resides in
California. Upon the request of the other state, a case is opened in
the California Child Support office to assist in establishment and/or
collection. This is referred to as a UIFSA (Uniform Interstate Family
Support Act) or interstate case.
