Establishing and Enforcing Medical Insurance CoverageMedical Support ServicesThe DCSS will establish medical support orders in all public assistance cases. The DCSS will seek to establish/enforce medical support orders in all nonwelfare cases unless the custodial parent (CP) provides verification that the child(ren) are covered by insurance (other than Medi-Cal or Healthy Families Insurance). The DCSS may obtain or enforce health insurance coverage if such coverage is available to the noncustodial parent (NP) at no or reasonable cost. While the DCSS may obtain orders that require the NP to pay all, or a portion of any uncovered medical costs, we cannot enforce orders that require the NP to pay an unspecified amount for insurance (for example: the NP is ordered to pay "one-half" of all uncovered costs). The DCSS cannot collect for past due medical bills unless they have been made into a judgment or order for a specific dollar amount. Health insurance coverage includes vision and dental insurance coverage but does not include orthodontia coverage. Healthy Families InsuranceThe Healthy Families Program is a state and federal funded health coverage program for children with family incomes above the level eligible for no cost Medi-Cal and below 200% of the federal income guidelines ($27,300 for a family of three). Enrollment in Healthy Families should occur only when no other coverage is available through either parent. An informational handbook and application may be obtained from the DCSS office and by calling the Healthy Families Program at 1-800-880-5305, 8 a.m. to 8 p.m., Monday-Friday, for assistance.
