In addition to the county departments and services previously described, the following list identifies other county departments’ services and responsibilities


CowAgricultural Commissioner

The Agricultural Commissioner is mandated to promote and protect the agricultural industry and the environment of the county through enforcement of Local, State and Federal laws and regulations.  In addition, the department is responsible for the protection of agricultural workers’ health and safety, accuracy of weights and measuring devices, and preservation, licensing, and control of wildlife, domestic animals, and livestock.

These three positions (County Clerk, Recorder, Assessor) are filled by one elected position called County Clerk/Recorder/Assessor.

County Clerk

The County Clerk is an elected official and is responsible for issuing marriage licenses, filing fictitious business name statements, processing notary bonds, handling environmental documents, filing conflict of interest reports, and performing civil marriage ceremonies.

Registrar of Voters

The Registrar of Voters, the County Clerk conducts all elections in Sonoma County, updates and maintains the voter registration files for the county, verifies petitions, and files campaign statements.

Assessor

The Assessor is responsible under State law for the valuation/appraisal of all real property and personal property in Sonoma County for property taxation purposes.

Recorder

The County Recorder is responsible for filing and maintaining public documents associated with land transactions, such as deeds, security agreements, liens, and maps, as well as recording and maintaining vital statistics, such as births, deaths, and marriages.

The Auditor/Controller – Treasurer Tax Collector is an elected official and the chief financial officer for the county.  The Auditor oversees all accounting functions of agencies under the control of the Board of Supervisors and districts whose funds are kept in the County Treasury. In conjunction with the County Administrator’s Office, the Auditor’s Office is responsible for compilation, publication and control of the county’s budgets. The department is also responsible for Payroll; maintenance of the tax rolls; auditing of funds kept in the County Treasury; calculation of tax rates; and distribution of tax receipts. In addition, the department is responsible for billing and collection of property taxes, assessments, and delinquent payments for other county agencies, and the safekeeping and investment of all funds for the County of Sonoma, school districts, and special districts.

Economic Development Board

The Sonoma County Economic Development Board provides assistance services directed toward encouraging the startup, retention and expansion of Sonoma County businesses and jobs.  The Economic Development Board has two major functions: to provide information and referral services to local start up business and to develop and disseminate factual data regarding economic activities, trends, and projections for Sonoma County.  On behalf of the Board of Supervisors, the Economic Development Director performs activities ranging from coordination to analysis of issues impacting Sonoma County. The scope of the Economic Development Board also includes the Film Program and the county-wide Tourism Program.

Emergency Services
Emergency Management & HAZ MAT

This department administers the Emergency Management Division, which coordinates and plans response to county-wide emergencies and disasters.  The Planning division conducts training and education outreach related to disaster plans, registers disaster service workers, inspects dam areas, and coordinates CPR classes.  The Hazardous Materials Program responsibilities include waste generator permits and inspection and issuing underground tank permits and inspections; and is the lead agency for response to hazardous material spills.  The Fire Services Division of Emergency Services is included in the enterprise agency descriptions on page 15.

Local Agency Formation Commission

LAFCO is an independent agency established by State law, and is responsible for changes in organization to cities and special districts including annexations, new formations, and incorporations.  Staff services are provided by the County Administrator’s Office.

Permit & Resource Management

This department is responsible for the enforcement of zoning ordinances and the Subdivision Map Act, the Public Health Code where it applies to land use issues including processing applications for development projects involving plan amendments, zone changes, subdivisions, use permits, and zoning permits.  In addition, the department reviews plans, issues permits, and provides construction inspection services in the unincorporated areas.
